You can use the United States to allow sriving if you are not resident in Ireland are looking for holiday permanantely the same as that of European unity in the United States with your permission, during the holidays.

If your father is now sure of his car for each driver (remember) this option

No, you must remember is the car thats insured driver. You can not be transferred abroad!
U.S. license, so long as the length for a short period in order. I think 3 months is the maximum time for driving without a license here in the United Kingdom.

You are not entitled to their car insurance in another country. Some companies allows you to drive into Mexico, but not abroad. Ask your insurance agent.

To drive the car only needs a valid license and authorization from the United States. Your insurance does allow the use of information, your policy is safe at home in your car - what about cars, not drivers.
